You do get more bang for your buck with the director's cut, but whether the extra scenes make it a better or worse film is anyone's guess.

For me, removing the Black Freighter from the whole thing was one of the best moves of the movie so I can't imagine I'd ever sit through 4 hours of a version with that put back in. And, just as I felt the movie was long enough but couldn't stand to go much longer, I also thought that the movie got away with being quite disjointed but only just. A little more would tip it over the edge.
But, as cutmymilk says, in this day and age with Blu-Ray, I'm sure all cuts could have been offered together. It's just double, and triple, dipping.

1. Rorschach gets caught by the police during his look around the Comedians flat
2. More Comedian in Vietnam, shooting from a helicopter and roasting some the the vietnamese
3. More violence during the assassination on Ozzy, the girl that gets hit in the leg also loses alot of her fingers
4. the gang that Silk Spectre 2/Nite owl 2 beat up seek revenge and think the original Nite owl did it and go to his flat and kill him
5. during the bar scene there is a news flash about Mason's death that causes Nite Owl 2 to batter a gang member in the bar
6. Silk Spectre 2 seems to be on the governments payroll and more involved when John heads off the planet
there is probably alot more, its been a while since i watched itDon't look at me, I'm irrelevant.

Is Blu-Ray worth it?
I'm looking at the Ultimate Matrix set (as an example). I've seen the DVD 10-disc set for around £18, but the BR set is a whopping £66, and I've seen it going for a crazy £104!
I've got a PS3 as my player and a 37" Panny plasma (1080i max I think) using HDMI.
The price difference between most BR discs and DVDs is around a tenner in most cases but the extras are the same and even less than some DVDs.
*glances suspiciously at Akira*
Are they worth the extra expenditure, or are they just the emperor's new new clothes?
