Help me remember an 80's film!

Earlier tonight I had a flashback to a film I saw a snippet of many, many years ago. It would have been in the 80's and it's some low budget, futuristic story about a cop trying to chase down a gang of criminals who've got access to a high tec laser weapon that melts people.

There's a bit of a graphic scene early on in the film where a man and woman get melted by it as a test - they might have been in a metal container or something.

Please, someone put me out of my misery and confirm that I didn't make this up!

Wasn't there an Arnie film with something like that (It was like the Quake railgun)? Although that would have been '90s and high budget. So probably not.

Street trash has a gang of hobos melting people. Not sure it has a laser though.

On a simular them . There was this 80's film I remember that was a bit like Mad Max 2 and similar sort of setting . Had Huge car crashes ect , was set mainly in the desert with the people fighting over Water .

I seem to remember it raining at the end of the film . Anyone ?

Nope it's none of those - I have a vague recollection that it was around the same part of the 80's as Runaway with Tom Sellick.

Can't find reference to anything that matches it on the Internet though.

What a great film Runaway was too, proper 80s entertainment. Magic!

I would have said Laserblast too but it doesn't really have the same plot.

Nope, that's not it either.

Maybe it was a heat based weapon rather than a laser. All I remember is a a rather protracted scene where these crims test the weapon and these two people boil to death (in the way that only grainy 80's horrors can do so well).
