Yep, apparently a late stage sequel to Scoob has also been scrapped to the tune of $40m which just seems odd. Even if they weren't the highest quality there's ways of recouping some of the costs via selling streaming rights and home media sales etc so they make some back without them being high profile releases that harm the brand or whatever their concern is.

Warners Abruptly Scraps "Batgirl" Release - Dark Horizons
According to this the likely situation appears to be that releasing them in cinemas would have meant ballooning the costs whilst scrapping both will allow Warner Bros to recoup the costs of both films as tax write downs under the condition that neither is monetised, thereby blocking a streaming release.
Batgirl is certified going to become a fandom holy grail obsession for decades to come thanks to this. There is literally a Michael Keaton Batman performance sealed within that film.

Yep, in the above link apparently someone told Deadline that reports of it being bad are ott, seems it was a very middle of the road effort which to be honest is kind of what you'd expect for a film targeting streaming release same as is typically the case with all these high budget films Netflix keeps knocking out
