Watching that bully vid again, the small kid almost certainly broke his ankle. Look at the way it hits the wood.

If the worst that happened to the kid was a dislocated knee, maybe it'll teach him a lesson. I'm certainly not one to advocate such an extreme a response as what the larger kid did since it was sheer luck that the kid didn't get a more serious injury, but I think it would be a tad disproportionate to take the moral high ground over something like this. The little kid essentially got away with a slap on the wrist for his nonsense, maybe he'll think twice in future.

The parents of the little kid should be grounding him and taking away his pocket money or something, rather than suing people just cause their brat picked on the wrong person.
