Cashing a chq without a bank account

My old man got a refund cheque from his leccy company for just under ?20.
He doesnt have a bank account, however he does have an account at the Post Office for his pension to be paid into.

Can he cash it there, or have it deposited into that account?

I think he can if he has an account book or deposit book for the account? If not you can get cheques cashed at the likes of cash converters, or cannot he not sign it over to you and you give him the money perhaps?
