learner Motorbike licenses

Its been years since i passed my test but there is a guy in my street (hes over 50) who has had a learner plate on his scooter for ages now.

Has the two year period to pass your test gone now?

I think you still need to do a CBT every 2 years if you havent passed the full bike test. Though it would appear the full test is going to be made a bit more straightforward to pass.
