Twitter has confirmed, the policy does not apply to former elected officials. They have to follow the same rules as everyone else, and if a tweet breaks those rules, it gets removed – with the account potentially following for regular offenders.

Some more information that I didn't previously know.
If a candidate wants a statewide recount, they have to pay upfront for it in the form of a deposit and only get the money back if it flips the result. The cost of doing this? Around $3 million, which of course he'd take from his supporters, because he'd never pay for it himself.
