It does say that the manager can limit the number of trade-ins (or something like that!) in the T&Cs however that doesn't really clarify the situation properly so you can't really blame people for playing the system. A few months after the PS3 launched I bought 5 copies of Genji from Play.com for £14.99 each then traded them in at Gamestation for £30 each, no-one said anything. Kept my game purchases going for a good while that credit!
At the end of the day it is up to manager and if he/she wants to make a big deal of it. The customer could also cause a big fuss over the situation (call head office or something) and in the end get what he/she wants.
