Just replied to your PM, but I'll paste my answer here too:

It's something to do with your Club Nintendo account. Once you buy and register a new 3DS, you get the choice of inputting this multi-digit MH code, and *then* they give you the normal eshop download code. My 3DS deal fell through, so I didn't get the chance to try it out; but that's what I understand from this thread.
