I have the same NA account on both my Vita and PS3. Downloaded to my PS3 and then downloaded to my Vita. Or are you asking about transferring to an EU PSN account?

Yeah, I have a NA PSN account but my Vita is tied to my main EU account. It won't let me transfer files to the Vita where the original owner is someone else.
