I have a Hong Kong account, mainly as I could use my American Express card on it when I bought a vita at Japanese launch.

It's not as much of an issue now I read. Any account works, just no access to the accounts region PSN. You can use your download list though and therefore use the web store.

I've yet to test this though!!
