Yes that price is above RRP but so was the new card I just paid through the nose for and it's £50 less than the cheapest boxed one sold on eBay in recent times and about £100-£150 less than the current listings plus it's not come from a random!!
The Sapphire pulse is the best 5600XT card you can get. It shipped with the newer AMD firmware that opened up the bandwidth. Marketed as the ultimate 1080p card I have also ran it at 1440p and 4k (with a few settings turned off) and it's fantastic. I played Half Life Alyx with it using an HP Reverb headset with no trouble whatsoever. Only upgraded because I play DCS with a >4k VR headset and that needs ridiculous power.
