Yeah the recent Halo and COD games are all very easy on Normal, you dont have to run anywhere, you can generaly stand and shoot, ocasionaly strafe a bit and complete the game with only a handful of deaths to your name.

In the difficulty options in Halo 3 the game even states that its SUPPOSE to be played on Heroic as it will be far too easy for the average FPS fan on normal.

If you actualy went back to it and played it on Heroic you'd see it feels like an almost completely different game than on normal.

Have you played Killzone 2 BTW? its basicaly Gears Of War but in first person and its no worse off for it.

Just to come back on the field of view issue. The police are actually trained never to run to an incident because the running causes your field of vision to narrow significantly. In most FPS you spend the majority of the time running.

360 only I'm afraid (I'm definitely too casual for this forum, but too die-hard to buy stuff from Game or HMV, I'm sorta mid-table respectibility and average )
