I thought it was Nina the 1st time I saw that. It looks exactly like her and nothing like Jill.

The box art shown in that link is terrible, why didn't they use Shinkiro's artwork...

I hope it's not the final box art anyway.

It's by Adi Granov (one of the Marvel artists) and he's usually *much* better than that.

Suspect the US boxart will remain as that, and that the Japanese artwork might be by a Capcom artist.
