Surprisingly difficult. There are plenty of games that I adore, but would still feel wrong including in such a list.
Sonic 3 & Knuckles
Super Mario World
Goldeneye 007
The Legend of Zelda: Ocarina of Time
Shenmue (and Shenmue 2)
Nights into Dreams
Panzer Dragoon Saga
Resident Evil REmake
Chrono Trigger
Grandia
It was tempting to include games like Skyrim and other current gen games, but I think something like this has to be evidence that a game can stand the tests of time. There are plenty of current generation game that I'd award a 10, but I can't see them holding the same kind of timeless charm as the above. I don't think it's a case of rose-tinted specs to say that the above games are just as much masterpieces today as they were in their day.

These first five were easy to pick as they are my all time favourite games that I can't imagine getting tired of playing. With the exception of Tetris, which is there for pure mechanics, the other games 4 games all capture a mood or an atmosphere, as well as being brilliantly designed and fun to play to this day. They also all have a timeless graphical style and a great soundtrack.
The second half is much harder to choose. Will update after further consideration.

Tricky but seeing as I'm in a good mood after playing the Rayman demo here goes.

Tetris (pretty much any version with a special mention for the Gameboy and C64 versions).
R-type (Arcade and Master System)
Bubble Bobble (Master System)
Half Life (PC or DC)
Gradius V (PS2)

This is going to be very hard, like other's have said before me on here. I do not believe a ten represents a perfect game as that imo is just impossible... but these are the games which I feel have a little bit of magic in them and will always be remembered.
Phantasy Star Online (DC ver) - Had over 80 hours with REAL heavens punishers before I got a VMU Kill.
Headhunter (DC ver) - A fantastic action game, with a brilliant story and a brilliant music score. Hard as nuts in places too.
RE:CV (DC ver) - For me CV represents all that I love in RE.
Skies of Arcadia (DC ver) - Utterly enthralling, brilliant story, art style, music and fighting systems for the ships and on land battles was just sublime
Shenmue - Totally blew my mind, for me it took gaming into a whole new level and showed me how powerful, deep and immersive a computer game can be.
LoZ: OOT - Amazing, I still remember the first time I saw Hyrule in 3D. Jaw dropping.
Mario 64 - What can I say? Pure genius on every level from Nintendo.
Bioshock - Immersive and terrifying.
Dead Space - Rock hard, fantastic game mechanics (I loved the way you had to tactically think about how to take on the monsters using as little ammo as possible) and dripping with atmosphere.
Silent Hill 3: While I loved number 2, it was number 3 that has remained with me longer. Short, but shocking.

Are these lists of people's best 10 games or games that should have been scored a 10, cos I know if I knocked up a list that obviously Mario 64 would have to be on it, despite not really enjoying the game that much. Seems like these lists are judged on favourite games, and not on technical achievements etc.

Ten should be awarded to great games with little to no obvious flaws in design. Like I said in my own post in this thread, Vice City is one of my favourite games, but it's not a ten because let's face it the controls are clunky and the combat was always a bit pants really, it's my favourite because of the setting, characters, music, atmosphere, but as a game, looking objectively, it's not a ten by any means.
