You can hide trophy lists (regardless of the %) from other people but they always show up on your own list. It's in the privacy settings, which is maybe triangle button..? on the trophy list.

This was a blog created a few years ago for PS3 suggestions, they have recently updated it to add ps4 suggestions, which can now be ignored.

Maybe they use this list to select features they definitely won't add.

The 200 character limit sucks. Makes it hard to explain why a feature is needed.

You should submit a request suggesting that they lift it. Make sure it abruptly ends mid-sentence at the end after 200 characters for extra lols.
