I wonder if this game isn't up to the usual hight standards of Platinum Games because of the Activision involvement? Their last game which Activision were also involved with was below par while all of Platinum Games Japanese developed titles have been excellent.

I suspect Korra is the reason Devastation exists - it probably proved that a Platinum game made for a niche cartoon audience could work.
