Well, it isn’t necessary. Allowing a maximum number of devices per license, without an internet connection is a solved problem in the general computer space. I don’t get why the “home” console and second console rules are any different. I’m guessing Sony and Nintendo do the same thing so I’m not singling out Microsoft here.

Sony and Nintendo use a similar setup but the home setting is automatic, so if you bought e.g. a new PS5 and signed into it then it would be assigned as the new home console without you doing anything.
I'm not sure why MS opt for it being a manual process in the settings but it might be due to turn allowing you to perform family sharing between two consoles and a limit on how many times you can switch home console in a given timeframe.

Playing across two Xbox consoles and being fully digital I've always made it a habit of opening every game I've installed at least once to play offline if needed. I've now made my Series S the home console because my Series X is always setup in the lounge but my Series S goes everywhere as I use that UpSpec xScreen with it.
