Problems with broadband and formating PC

Hoping I have my accronyms correct here, been such a long time.
DTE rates (speed of connection between PC and modem) are often erroneously reported as the DTC (speed of connection between modem and ISP). That's why a lot of dialup users thought they were connecting at 56k, as it seemed to be common on this modem type.
The same here, I suspect. Expect rates in the order of 12-14k/sec on 128kbps.

well i formatted my PC. it runs much quicker now (takes bout 1 minute to load up compared to 5 minutes on xp).
But the broadband is still no good. As i said before download speed is fast (average of about 8kb transfer rate) but when i try loading up websites they take ages to load.
please could someone diagnose this for me.

Does Tiscali route you through a (transparent)cache? That could slow web browsing down.

It's pointless checking the connection speed on in the systray applet, it'll probably report the connection speed between the broadband adaptor and the PC, as I said in an earlier post.
If you've got **** throughput, it's either the site (I sincerely hope you're not complaining about Bit torrent speeds here) or the ISP. As pointed out earlier, Tiscali are apparently having problems at the moment. I'd just out sites like ADSLguide and ISPreview before making any alterations to your PC.
A web cache is a server that Tiscali would run, much like the cache or temporary internet files that Internet Explorer collects, to speed things up. I know when you go through the official Freeserve install, it configures IE to use their cache. However, if their cache is acting up, it can actually slow browsing down (won't affect downloads).
A transparent cache is one the ISP operates without you needing to configure it in IE, ie. all stuff is routed via it.
tbh mate, check those sites for recent Tiscali rumblings. There really shouldn't be anything wrong with your PC which would suddenly make broadband browsing slower than dialup browsing, assuming you're using the same websites.

Whoever told you to format should be sacked, that's just the sort of people you need on support
There is obvoiusly a problem with Tiscali, if it is not performing as promised I would change to a different provider.
How much is 3x or whatever it is called and what speed do you get ??
I have had pipex for a couple of years at home for around ?17 for 512k, and it has been perfect, I had one evening of webpages taking ages to load of timing out and that is it as far as problems go.
I also have Zen at work and that is ?27 month but has been flawless, and the support is priceless, my staff can call when there is a problem and I am not there and get talked through it.
Sounds like the guy on the phone knows less than you, which I dont mean in an offensive way at all, which is the last thing you want but is what you usually get these days.
The sort of people who know enough to work on support lines either work for comapnies like Zen, who charge the customer another ?10 to cover their wages, or they work for IT companies and earn what they are worth that way.
I choose to go with pipex at home because I know enough about networking etc. to not have to worry about the companies support, but I would be wary to recommened them to some one with no experience in this sort of thing.
I would ask to get out if I were you, sounds like a **** service and unless you get them to admit there is a problem I cant see it getting any better.
