Obviously this is not confirmed, but the US version is locked to US only and I would imagine Red Seeds Profile is locked to NTSC-J only (Play-Asia have not confirmed this though, still a '?' on their database) - as such I would imagine the licensing etc would force them to lock it to PAL machines.
