Hmm, bit of a grey area... Beautiful Katamari, for example, has 40 achievements worth 1250 points "in its original state". So its not actually possible to complete that without coughing up since the "extra" achievements are already there, on the disc.
Personally, I'd say stick with the current notion that a game isn't complete until ALL the achievements have been earned (incl. any DLC ones) but maybe make an exception for Tomb Raider: Legend so that anyone who has the original 1000 for it should still be credited with a completion. Let's face it, the DLC for that is an entirely different game!
Either that, I'd go with Brats' suggestion of seperating the DLC scores, but won't this be a lot of extra work with gamercards having to be checked manually? - Somebody could have a total of 1000G for a game through a combination of normal and DLC achievements, without actually completing it.
