I believe PS-Xchange 2 has such a functionality (as should other similar boot discs). If your machine is already modded, you can download the ImportPlayer disc which is basically the same thing.
I believe it should be able to force NTSC games into PAL or PAL60, though I've not been in this situation myself.

Thought I post up some recent buys (as of yesterday) before I lose track with a load of stuff from Buster's sale arriving earlier.
Brain Breaker for the X1 (hg101 article by Sketcz) Missing the instructions unfortunately. + the original version of Thexder for the PC-8801 mkII SR.
Dino Crisis 3 for the JP Xbox. It's been long enough that the stupid Dinos in Space idea actually sounds fun compared to the settings in most modern games. Hopefully the camera won't spoil things too much, I like bad survival horror games anyway (Blue Stinger, heh)
Namcot Open and Fighting Golf for the SFC and Famicom. The best 8/16bit golf games hold up almost as well as the best tennis games on the SFC and uh, PCE. Fighting Golf is in disappointing condition though so I might just get rid of it and try to pick up another copy later.
