Shinobi 3 should be better than RoS but the pacing and level design ultimately let it down. There are less levels and a few spectacularly dull ones (the industrial estate with the steam pipes for instance) so it never comes together quite as well.
Thought Sonic 3 ran into the same problem. The introduction of longer and easier levels just sapped all the pace out of the game. It just took it too far away from its arcade platformer roots. Now the franchise has deteriorated to the state that supposed to mope around town between levels. Christ..
I wouldn't dismiss MD E-Swat so quickly. The first 3 levels are pretty crap but after that it really takes off. The mad professors lab is great fun (the Shinobi 3 lab feels like a weak tribute) and the bosses are nicely designed. The jetpack isn't really necessary untill towards the last few levels where obstacles are designed around its use.
