Well with the games appearing to be on a glop-tops (where the very small chip is encased in black epoxy) they look like pirates to me..

I've seen a bunch of pre-production and review cartridge innards and they always usually consist of special development PCBs (Sega or otherwise) and use EPROMs.

A glop top chip is a cheap method of production and can be found in nearly all pirate Megadrive games.. think multicarts.. and the games you see on eBay with no manuals and poor box art or spelling mistakes.. often described as being "Japanese" when the writing is Chinese..
