Yeah, he's trying it on. Believe it or not, he sells a lot of stuff at similarly ludicrous prices. I am very suspicious about the Shining Force CD. For two reasons -
* I have never seen a sealed PAL SFCD before, I am not convinced they came shrink-wrapped.
* I can't see a spine card on that one, and I know for a fact that Shining Force CD was released with a spine card
Yep, that definately looks spined to me and if that's not a proper Sega seal then it may have been sealed by the original distributor. It's definately not a shrink-job.
Guess I didn't look closely enough then, I stand corrected. If so, I would say that it's probably the most reasonable out of all his prices, if sealed games is your thing. I've certainly never seen or heard of a sealed PAL Shining Force CD on the market before. Not that I've looked especially hard - but I've spent a good few years sniffing high and low for all things Sega and not encountered one.
Syndicate & Death and Return prices are about double the maximum that they should be though.

Damn right. If it wasn't cracked with tears in the seal I know someone who'd have submitted an offer by now!
