OK, maybe not the best example, but region coding was basically up to the developers & publishers - there's no hard & fast rule such as "all games after x date will/won't work".
Generally, Sega-developed (but not all Sega-published) games after late '92 are region-locked, as are all Konami titles. EA, US Gold & Virgin games are all universal (I think). Can't remember any others off-hand.
