I'm thinking of buying a modded SFC and already have an RGB scart cable that was modded for use on a PAL SNES. Will this work on an SFC or are they wired differently?

Yes AFAIK the SFC (and US design SNES) require capacitors along the RGB lines (same as the Gamecube). With the PAL SNES the capacitors are removed or bridged, so this type of cable won't be compatible.

Get hold of a cheap Gamecube RGB SCART cable and it'll work fine.
