I wouldn't call fraud on that one just yet. It could simply be the case that the french distributor unseals its games to add a leaflet, catalogue or such. I see that a lot in Portugal and it annoys me to no end...
Yep it missing the PS3 rip cord so it's been opened and is not sealed, retailers like GAME will refuse new stock from Sony if the PS3 rip cord is missing. Second hand copies range from about ?5-?10 for AC4A in the west.

I still think it is, though. He may not have wrapped it himself, but anyone who's likely to be selling sealed games, and knows their perceived value (daft though it may seem) knows that Sony's games are wrapped in a particular way, and can't be considered "sealed" unless that type of wrap is present.

I'd agree with you if the game was being sold in the UK. I'm not sure if this applies to this particular case but, in some countries, the games have to be unsealed by the distributors so something can be added to them before being sent to retailers.
- It could be that the game wasn't localised for a particular country's language so a sticker with a brief description of it must be slapped on the back of its case* or a translation of the manual included inside its case. I remember receiving games from VGP where a french manual was shrinkwrapped along with a perfectly regular US release copy.
- The country could have its own rating board, other than the PEGI, the ESRB or the BBFC. I was once sent a copy of a game with a mysterious sticker on the front. A google search revealed it was for one such rating board, South Africa's Film and Publication Board. The copy of Bioshock Infinite: The Complete Edition Play-Asia sent me is of the US release with an age rating sticker from Singapore's Board of Film Censors.
* This unsavoury practice was responsible for the maiming of every single cardboard boxed Nintendo game ever distributed in Portugal. Have a look at the second photo from this listing. The official looking sticker below the larger white one is mandatory even today on every single copy of a game or film sold here. It's effectively a source of tax income disguised as an age rating issued by a governmental agency.
