if you follow the link to the website(on TT) you find NM's post on the main site(of shinsen) about AE and Shinsen, but it's all down AE by the looks of it, as 11/12 are near complication by the sounds of it, so they thought it be better to start at 13+

Nope, it's just that the series is in pay-per-view in Japan, so they air roughly 2 episodes every 2 months.

Its because they're only showing 2 episodes at a time for Pay Per View in Japan. Don't know why they haven't been stopped subbing yet as Tokyopop have the licence in the US.
