Pretty much.
That vid raises more questions than it actually answers. Firstly, what platform is that? Must be PC of course, but even still, there's some quite remarkable stuff going on. Loads of shadows, and car headlights miles away - moving. This gen of consoles couldn't get near that of course. And as peeps here have pointed out, to date a new GTA numeral has meant a new generation of console.
Hey, you never know. If one of the big boys manages to get this as a launch title, it would be very interesting to see what affect that would have on console takeup.
The other question is, if it is the PC version, why it doesn't look as good as some of the PC GTA4 mods

A: it will have to come out on consoles too
B: GTA has always had cartoony look and the Bin Man simulator photo texture look of some of the mods would be out of place

I honestly liked the overhead GTA's more. It felt like you had more freedom to progress how you want and it was easy to find your way around. 3D GTA's often force you to do a frustrating mission in order to proceed which might be difficult to locate and then forces you to find the restart point if you mess up.
