It's not just scammer sellers though. It's also randomers from Google swooping in to get a reasonably priced game or piece of hardware from a community member, then bunging it up on Ebay for 3x the price Buy It Now.
You're never going to be able to completely prevent that, but you can take steps to do so.
An additional point is that the Trading folder is provided for free by the mods/admins. You might have a choice of who you trade with, but those mods take it up on themselves to chase up bad deals on the buyer's behalf, close threads, ban members, update lists of bad traders etc. By opening the floodgates to anyone posting, you are potentially creating a lot of work for them.
