Well it says chara casette on the label of the smaller cart so im guessing the little expansion cart was to add new characters to your game.

There was two special cassette's that was for a Hudson competition, there was a normal cassette called Undake 30 Same Game Daisakusen Mario Version (it was later released as download for the Satellaview too) and Same Game Chara Data Shu and has got different characters from the Tengai Makyou series. The one in your picture is the normal sale version.
