Japan has had mandatory speed limiters in cars for decades, doesn't work by speed limit but they simply cut the fuel at 180km/h (140km/h for light cars). My imported taxi has a warning chime that kicks in around 100km/h and goes ding-dong until you slow down. Loads of people just disable the system by having it reprogrammed or fitting a plug-and-play kit that disables it. I can guarantee that the same would happen here, some random garage on an industrial estate will remove it for £50. The government would make it illegal to tamper with it, but it would probably be impossible to effectively police anyway.

Gov will just make it illegal to remove once fitted from factory and part of the MOT check each year that its installed and working with and a fail if it has.

It's illegal to remove things like catalysts or emissions-related equipment and people do, they just swap it back on for MOT. It will be sold as "for off road use only". The MOT doesn't have any kind of road test or speedometer check and I doubt they'd introduce one as it would be massively inconvenient and cause all kinds of regulatory and insurance problems.
