Oh, thought some of you might be interested in the things you receive for completion.
Spoilers:
The Rhino (Tank) and Hydra (Fighter Jet) Spawn outside CJ's family home, you get a million dollars, your stats are all maxed (though I'd had them done already), and you don't lose ammo anymore. When you shoot, you actually gain bullets.

If I had a proper connector to hook my memory card up to my USB port, I'd gladly upload my save, though if truth be told, there are bound to be saves that have got 100% in a far less shorter time frame and with immaculate stats/records in everything you care to think of. In comparison, I took my time with everything and mucked about for huge portions.
It's all about gambling now to try and up my money into the double figure million dollar region. Oh, and overtaking the occasional turf when the Ballas decide to step out of line.

I control 99%.
I've got two Vagos areas left irritatingly outside of Los Santos and over in the seaside port area on the West of the desert area of Las Venturas. There's supposed to be some kind of territory glitch where if you fly out to the sea for long enough and then die, the game screws up calculating where the territories are. This would be great if gang members spawned in these places, but for me they haven't. That means I can't get to 100% in terms of territory control.
Thankfully, gaining 100% territory control isn't a requirement to hitting 100% completion. Even if you do take over all territories you still get attacked and occasionally overtaken sometimes, meaning the turf wars are never quite over.
If it isn't the territory glitch affecting you then it could be that you're 'sharing' an area with gang, where although it's your colour (or theirs), both gangs exist in the same place.

yeah i read about the turf glitch, if you do it another few gangs also appear.
But i thought that the ballas and vagos only occupied los santos?

before going there, i checked my turf control and after winning the war, it was the same, so whether you win the war or die, it still registers on the stats as though youve won it, but it doesnt show up as your area on the map, might be a glitch or something.

I also had a bit of a problem getting 100% territories.
One of the areas I had left was in Bayside Marina, north of San Fierro. Eventually after driving around town for what seemed like hours a couple of Ballas group members showed up not too far from the seafront. After provoking a turf war with them I was faced with just one wave of attacks and after that the territory was mine.
The other area I had problems with was a very thin strip of land in north Los Santos in the Temple/Mullholland area. Its almost too small to see on the map and is centred around what looks like a petrol station or diner. Took me aaaaages to find that bugger.

I think I must have been in a mad rush to finish the story off so I could just play around with the whole map opened up.
And one more thing before I forget - has anybody else spotted a pedestrian in San Fierro wearing a box on his head and a piece of cardboard around his torso with the words "God is playing with us" scrawled on it?

Maybe I'm looking into it a bit too much, but I thought it might have been a reference to how the player was 'God' and was quite literally playing with the characters in the game and also a nod to the people who used to walk around town centres wearing the 'the end is nigh' sandwich boards.
The bloke himself is funny though what with the box on head, cardboard wrapped around his body and, IIRC, bandages over his hands and arms. Well worth tracking down.
