Fuse with the Elder in the Minish Village, then visit the small Minish house just outside that village.

As for the houses, this is the info I've found about them:

You only have two in the game - the one in the bottom right area of the town, and the one that gets built later on the left hand side. A third one is hinted at when the builder talks about getting rid of the cats, but by the time the cats disappear, so does the builder. In the US version the dialogue is changed here so that he doesn't make any reference to a third house or removing the cats.

Final had the killer instinct in me to finish this wonderful game off last night. Loved it from start to finish and didn't want the quest to end, although I guess I shall just have to wait for the DS Zelda to some along and rock my world all over again!
