There are tonnes of reasons. Sometimes a decision is made to put what is felt to be the strongest game on the cover, sometimes the senior bods overule our choice of cover at the last minute... Most of the time we aim to get a good spread of coverage for a game in the mag (so you'll find a that the cover game is the lead preview/the developer of the game is the featured company in the Community feature or, at the very least, interviewed in the Players section). Good to hear it might be changing but the question has to be asked... WHY was it like this in the first place!
It also has to be said that we plan content+covers only to be let down at the last minute by a publisher/developer. The GTA issue is a case in point. We wanted to do a Rockstar Community or an interview, in fact that's what we'd proposed. Unfortunately, even though we pitched for it about 8 months ago, Rockstar was unable to get it done due to their workload.
We do try, but hopefully it'll be a lot more obvious in the future...

It seems that people take things for granted- now while GamesTM may have a FEW faults (far outweighed by the good things), I believe that it does a very good job of being good for both the hardcore & casual gamer. My girlfriend (who is not into games at all) will browse/read through my copy of GamesTM, while Edge she won't even look at. Personally I think it has the perfect mix of serious/fun without being too much of either.
GamesTM is great, quit your whining guys! *
