It was and still is a masterpiece.
Recent 10s for me would include Rez, Resident Evil 4, Halo, Half Life 2 and Oblivion.

Halo
The first time unpredicatble, intelligent and stunning AI has been used. The first time such awe-inspiring combat has been created. And that's before we talk about Co-Op. The best co-op and multplayer ever.
Mario 64
Does not need any introduction. Such vibrancy and connection between game and player had never been seen before and the game was almost sparkling! Even today, without argument, the finest and most fun game ever made.
Half Life 2
There were so many rumours and that horrible leak but it finally turned up. I had to endure friends playing and talking about it then co-workers before the Xbox version finally showed up. It lost none of it's effect. With one of the most political & poingent story's made for a game it's adult and oh so engrousing. But that hides a stunning peice of work where there has never felt such a well designed game. It's too human a game with some of the best action set peices in videogame history.
Ico
A quiet release which I sampled that weekend. At first the excitment is un-shakable as you realise you've stumbled across the most emotional, puzzling and heart breaking game ever made. Even now it's graphics dazzle, the audio howls like the wind should and the puzzles still shock you with how well they've been intergrated with Ico's world.
Resident Evil 2
There is no other game that is as atmospheric as this. None. It's world is complete, it's characters bleed humanity and there is no other game that will grip you as much as you walked then ran down Racoon's bloody streets.
Although there so many more brillant games such as Outrun 2, Metal Gear Solid, Zelda Occarina of time, Prince of Persia & countless others but those listed are the best of the best.

My criteria for a 10 seems to ebb & flow as time moves on - I usually reserve it for games that strive for perfection (which is not to say that they necessarily achieve it). I can certainly overlook a few flaws if the experience as a whole enriches my gaming life to the extent that only double figures will do. That said, the games that would get maximums from me -
Super Metroid - a sprawling labyrinth of joy; beautiful to control, deeply engrossing, lovely to look at, an amazing soundtrack & most of all fun. A masterly symbiosis of game design & execution.
Super Mario World - can't really add anything that hasn't been said before; absolutely gorgeous in all ways.
Mario 64 - still the very pinnacle of 3D platforming.
Metroid Prime - the jump to 3D had me panicked, but it turned out there was nothing to fear. A majestic, organic, epic experience.
Ico - again, so much has been written about it, but it's a title that engages the mind & the heart on a level that I genuinely didn't think possible from a video game.
Zelda:Ocarina Of Time - another masterpiece; a superbly realised overworld, mystery, intrigue, great controls, a subtle story. Just brilliant.

Onto thoughts about what I would give a 10 mark to...
Zelda: LttP - it started the way all the future games have gone. Pure brilliance loaded onto silicon.
Goldeneye - for the reasons everyone else has already given.
The Sentinel - 10,000 worlds and you can beat them any way you like? Bring it on
Super Metroid - if anyone can, Arun can... hello game, goodbye time.
Super Mario Kart - two player brilliance is just the start of it.
Super Mario World - Cheese Bridge, you bastard!
Robotron 2084 - yes, I'm sticking an arcade machine in here. So nnnnarrrrr!
Impossible Mission - a flawless platform game of enduring challenge.Lie with passion and be forever damned...

Yoshi's Island is the only completely flawless game that I have played. Despite its incredible size and intricacy, and having completed it twice (snes and gba), I never once noticed any aspect of the game to be anything less than phenomenal.
Infact the closest thing to a flaw in the whole game were those pipes that lead to empty wells... but I kind of like to think there is a deeper meaning to them that I have yet to discover...

In terms of raw level design and mechanics, perhaps SMW is the superior game... But the sheer imagination on display in Yoshi's Island, in terms of visual design, level design, characterisation, and control, just win it the top spot.
The whole game had such a brilliantly tactile feeling. The mud felt like slippery, glooshing mud. The powdery snow felt soft to land on. Inflating a balloon by landing on an air pump, or popping a fat round creature like a waterbomb, all had a brilliantly visceral feeling. Every little moment was its own reward.

Anyway the only game I can think of that I feel truely derserves a '10' is Elite.
I was thinking is mario 64 worth a 10? at the time i would say so but with the ability of hindsight i don't really know. Its score reflected how revolutionary it was at the time but now that it is not so any longer i can't help but fee it might be more deserving of a 9, i don't believe retrospectively that it is a better game than mario world.

Tricky question
I'll have to back up those voting for Elite.
I would put Frontier as a 10 also, it had some huge faults, but hit some stuff out of the park. I'll admit it is debatable though!
Total Annihilation gets a clear 10 in my book for the outstanding controls and scale of battles. I don't know if any RTS has given your more options for warfare.
Settlers (1) on the Amiga, was stunning for the time, I've never experienced a game since where it was so much fun just to watch your men get on with their work, building away. Not to mention the addiction to checking statistics. Plus it had two player split screen, so you could effectively co-op against the AI.
Half Life (1) has to be a 10, couldn't believe the attention to detail when I first played.
I'd like to say Ico but I haven't played it enough, one magical journey isn't enough to make it a 10. It's definately the best I've played this (last?) gen except-
Metroid Prime makes it too, amazing atmosphere and pacing. It's a shame Echoes moved too far towards the fighting IMO, plus the art design & music weren't up to Prime standards. God I need a Wii*.
* because I got rid of the cube.. but Wii will make a great replacement.
