The person who's stealing the cards obviously cares enough. The person who next buys the game might want the points. If I bought a second hand game I'd want them if they were previously unused. It's all down to the selfishness of the person who actually takes the card - I can't believe people are actually trying to justify it on the basis of "well, the person before didn't want them so I can have them, nobody will miss them." It isn't your property, you don't have any claim to it and taking them is theft, it's pure and simple. There isn't even a semantic argument here, it's taking what isn't yours.
Whether you feel it's morally wrong or right is a different matter (hence 'who cares') but it still is theft.
