Imagine how much profit SE will make if they sell atleast 4 million copies, aswell as the fact that development costs will be low !

Exactly that will be the reason, the DS is a good inbetween console for them because as you said, they will sell ****loads, it will drive DS hardware sales for future SQENIX games to be released and it will cost them a fraction of what a PS3 one would cost.

Um bit of a shocker, very suprised that rather than make an epic next gen debut they've gone for a handheld exclusive. Should hopefully be fantastic tho. Joins Final Fantasy XII Revenant Wings and Dragon Quest Monsters on my most wanted list.
