Everybodys Golf and Mario Golf are fresh in my memory, but I lost many many weeks to Links on the PC, both playing and building courses - it was such a good building tool that if you put the time into it you could make just about anything.
Waialae on N64 was terrible but brilliant at the same time, unbelievably punishing if you went in the rough, so good for when you had mates over drinking.
However for me nothing will beat Golf Shiyouyo on Dreamcast. I liked it so much I bought the data pack, the sequel and Kouryaku Pak. Okay so it's pretty standard cartoony fare, but really well done. Like Mario it's easy to get low scores, but just tough enough to be enjoyable when you want to try beating those scores or hitting them consistently. I don't know if it was ever localised but it's cheap on ebay nowadays. Well worth a try.
