According to ArsTechnica Microsoft have just announced that Twitch streaming isn't working so it's been put on hold until next year sometime.
People will still be able to record 5 minute clips on Xbox Live though and there will be a TwitchTV app released which will give people access to streams of PS4 games.
...PC games too obviously.

I've been spoiling my DOUK experience by using Twitch. I'd never seen the service before. Really cool that these new consoles have it integrated.
I've been watching Americans play BF4 and CoD. Some have been really good quality streams too.

As you mentioned exclusives can be important. Also think about the brand message each company is focusing on and which appeals.
Thinking about it more deeply I think this can be considered by the future e.g. PS4 Gaikai if you like old PS and PS2/3 games. And X-Box One and what they plan for the future of the system if thats possible. Although PS3 and 360 changed dramatically since they first realeased.
I suppose at the end of the day it is down to if you had a 360 you can carry over all yr stuff, friends etc and if you had a PS3 you can do the same.

We wanted to test the install times of both new consoles, so we plugged a PS4 into an Xbox One's TV input and watched them race to install a game. You can see in our video, there's a big difference in the two systems.
install comparisons makes interesting reading after hearing about all the winging about install times on the one.
They took the same multiformat games and compared initial install times before you could start the game.
Seven minutes on average on the xbox before you can start playing where as the ps4 average is about one minute.
