Well this seems to be an incredible mess. What annoys me is the fact that even if you do have an HDTV, you're unlikely to chuck out your old telly, or you may want to go round a friend's house to play, and therefore you are going to get **** picture quality on anything but your main TV.

It would have been very easy for Sony to include 60hz support, and I do hope it arrives in an update, although it should rightfully already be there, we had 60hz on PAL in the days of the Dreamcast, it isn't exactly a new concept.
Most of the demos are region specific, a HK demo should only really be played on a HK TV and therefore there is nothing wrong with what you got on your UK TV.

Technically, if you download from the HK Store then you have confirmed with Sony that you live in HK by giving a HK address so, quite rightly, they give you the HK demo for a HK PS3 connected to HK TV. Remember that PS3s are not region free, it's the games that are.

Can someone kindly tell me if PS2 games (that had a 60hz option) can run in 60hz on an HDTV when played on a PAL PS3?

They can...but Sony recommend that you run them in 50Htz under emulation. Best thing to do is to try them at 60 and if doesn't work change it to 50.
