It's possibly deaf/insane. It's an Alsation that never gets walked.
We bought a Mega Sonic Woof Woof! (stupid name) because it has a mic that picks up the barking and sends out a shrill alarm. Eventually the dog learns to stop barking as it associates it with the noise.
It's worked a bit, but I think this dog's a bit of a lost cause. we've bought another one for the neighbour between us so he can mount it a lot lower down and nearer the dog.
If you're on good terms with your neighbour, you could ask them to get a training collar or the like.
If they're anything like mine though, they'll tell you to "p*ss off" when you politely ask them to bring their dog in...
