I'll definately say the high resolution does make the various flaws stand out more... the low resolution of the HUB being the most striking. As I mentioned before, the menu's are also low resolution, which means it's the first thing you see when you fire the game up.
I can live with it, it's hardly something to get too worked up about... it's just a shame.
The low resolution of the textures themselves (and the backgrounds) are no-ones fault - they ARE the arcade textures, and the arcade game wasn't HD. But to be honest, the game still looks gorgeous regardless.
Can't wait to see a new Outrun designed as HD from the ground up.
Not played too much with the online mode yet, but it seems very well implemented. Looks like they've attempted to immitate Live, you basically make an account (which keeps track of your online progress etc), and the functionality is what you'd see in a Live game. Some quality is lost due to compression of the photos but seriously the game looks very nice in higher resolution.
I personally don't even notice the hud while playing so thats not a problem, the cars and scenery look ace.

No idea when the 360 pad dongle is out - but the game does work with the wired 360 pad (we used them for testing - I'd recommend it as a good pad for the game).
No news yet on the Japanese versions - it's potentially in the works, but you'll probably have a fair wait on your hands.
