Sorry if I'm telling you something you already know, but I didn't find this very obvious at first. I'm used to FPS games, and Fallout 3 is quite unlike them in the way it freezes the game whilst you heal up.

It can make things a little simpler, but then again, sometimes I find it helpful to open up the Pipboy to 'pause' things and have a bit of a breather if I'm in the middle of a difficult battle or I'm getting whooped.

Best weapon i found to use was the AZ11 Plasma Rifle or whatever its called. You get it from a quest in the ship about a cyborg who thinks he's human (fairly early quest if i remember). You have to do the quest a certain way tho to get it but its well worth it. Wastes pretty much anything in 2 shots using VATS when up close and personal. Also the combat shotgun is unbelievably good for close fighting. Just with these 2 i practically king of the outlands at level 13. Just had to be careful of long range enemies.
Long range use a hunters rifle or snipers rifle. I carried all 3 and a magnum
I also carried loads of frag mines and frag grenades. Great for setting up traps.
Even with these weaps and stimpaks, i still had about 230 or so spare for carrying stuff.
Minigun is good but too heavy as is the rocket lancher.
When is the Exp out as i can't wait to get back into it.

Headshots to most enemies in the game are either a one shot kill, or they'll take the enemy low enough to make sure a second shot will kill (Particularly if you shoot from stealth mode), so I assume it's a balance thing. Just take the Sniper perk when it's available to you, and there are a few weapon specific accuracy perks that will help (As well as making sure you have that specific weapon skill at a good level).

You keep flicking between arms and legs but never seem to target the head. I had that problem and i think it was the PS3 pad being too loose when trying to select the head as the target.
I haven't seen this issue on my mates 360 version when having a bash but then the 360 pads are much stiffer and tbh, much better pads imo.
