The Bison thing wasn't so much about infringing on Tyson's image, more the fact that at that time he was at the start of his very public down-spiral. Same reason that the Mike Tyson Punch-Out game was re-released with Tyson removed later on.

Admittedly, I've only ever finished the game with Abel, so have only watched one character's anime cut-scenes...
And I actually thought he referred to himself as Bison (I have the PAL version)... perhaps I need to pay attention more!

Anyway, back on topic:
The Japanese dialogue does use the Japanese names ('Dictator' definitely calls himself Vega, and one of Chun-Li's victory lines does as well), but the English subs (and dub) use the western names.

I don't know if any of you played the original JP Capcom Vs SNK on the DC but the announcer simply says Mike Bison if you choose the boxer. That was basically the first confirmation on something very obvious.
I do think that Vega suits the claw guy, he's spanish and all. But I think that M Bison doesn't really fit with the dictator. Balrog was probably even better for him, as its some sort of demon.
