If a following claim made by a staff member at ARC is to be held with high regard, it seems that there is finally confirmation this is heading to Europe.
ARC System Works of Europe (registered as Zen United Ltd, UK) is holding a competition for NeoGAF users to create box art images for BlazBlue PS3 and 360 in preparation for the European release of the game.
....
What's in it for you?
The best illustration will be used as the box art of the European BlazBlue release. The best remaining illustrations will be included in the manual, and the winners will receive recognition in the game's credits.

European fighter fans who haven't already imported Arc System Works' BlazBlue will be rewarded for their patience early next year, with exclusive characters and moves only available in the European release.
Kotaku and Siliconera report that the EU version of Blazblue will feature new characters...according to the press release (or whatever it is) "new gameplay content not available anywhere, like new characters and moves.”, but Siliconera notes that the publisher, PQube, is so new that their website isn't even online (at the moment of writing, of course).
Maybe DLC is on its way, maybe ArcSys will force people to buy it if they want to play online...new gameplay content can be explained with new modes, but new characters sound a bit fishy...maybe Noel's red haired friend and the bad guy in black will join, completing the 1/10 circle in the selection screen? Who knows.

Sigh...
tonight was the night were a Rachel and Taokaka player would gladly have my head, but it's also the night I'll gladly have an Arakune player's head.
After a series of hi-lvl Ragnas (40+), I met twice three other players, scoring 5 victories of 6, nice. Then a lvl 30 Arakune pops up and I mindlessly accepted the fight; it was a good fight, I won the rounds with just a speck of health remaining, I had a good dose of fun and I was going to send him a gg message whatever the outcome. Then, as my last attack hits and the game announces the winner he quits, before the recap screen.
Maybe his 80+% winning rate should have alarmed me, but he might have been a really good player, right? He could have earned his levels in player mode, I didn't pay attention to the number of rounds...no, ragequitter. Too bad I don't remember his ID.
Last a lvl 44 Ragna pops up. Already played against him, never won, until this time. Cool guy, we exchanged a lot of messages after our fight where he basically chose to switch from Ragna to Nu "because she's top tier".
Now, I'm fairly new to the whole competitive online community of a beat'em'up and I still fail to understand why many players put so much effort in their gamerscore or thropies, but does topping other players matter so much that you'll let go what's up to now your favourite character when you get beaten by someone else?
(now...why do people run against Nu from long range it's something I'll never understand...nor why they barrier burst when they have more than 50% health and stay away from you)
Rant complete.
