The Halo AI only really shines when you're playing solo and on Legendary difficulty. The fascinating thing about the AI in all the Halo games is that they didn't actually code additional difficulty levels. Instead, they just gave the enemies more energy on the higher settings, which meant that the complexity of the AI routines had longer to exhibit themselves. Basically, the enemies got more cunning the longer they lived.
I played the original Deus Ex, and although a great game, doesn't have anywhere near the satisfying level of gunplay that Halo does. Played all the Half Life games too, and although brilliant, it's not because of gunplay or AI, it's because of the sense of adventure. Although the original Halo has plenty of that going for it. Goldeneye and the orignal Perfect Dark were (and still are) brilliant games, but not for the same reason Halo is, although I'd argue that aside from Halo, Goldeneye and Perfect Dark were some of the most innovative and influential FPSs ever.
