You can buy it through the web store and then you can download it after it has been delisted to a PS4. When games get delisted they stay up so that people who have already purchased them can redownload in the future. They just can't be purchased anymore.

I think this has something to do with Konami getting control back of Silent Hills and either canning it or giving it a new direction. It also has Kojima's name at the end of it so they'll want to remove it for that.
