There's no reason why it couldn't be the NTSC-U version for all non-Japanese speaking regions. Many of the people buying this will be Nintendo fans, they should get the best possible version.
Really it ought to be another 30p game as a 'thank you' to Wii U owners. We're propping it up atm. Most kids this Xmas will want a PS4 or XB1 far more, and I've seen quite a few systems on Ebay where the listing said it was being sold as the kids wanted one of the new systems for Xmas.
And another thing...what's the deal with charging 30p? They should have just made those games free, lol.

To be fair you live abroad so there wouldn't be much benefit to buying PAL. I have no interest in the VC myself but it seems a shame for those who like building these 'digital collections'. It's sort of hilarious that Nintendo are still forcing people to have the same region restrictions as when the games were distributed via cartridge in the early 90s, despite the fact that they're now merely tiny files transmitted online.
Shigeru Miyamoto hates all of us and we should probably just get over it. He also doesn't give a sh*t whether you want stuff rereleased or not:
